Automatic system “ASTRA” is billing system for energetic suppliers, tariffing and payments of consumers.

The main goal of the system is to create plain, reliable and comprehensible system of information control, payments for the electricity and heat-and-power suppliers. The system should be fully tailored to the conditions of the country, city, etc.

The main tasks, which system “ASTRA” can solve, are following:

• Accumulation and store of detailed information of consumers;
• Accumulation and store of detailed information of heat and energy consumption;
• Accumulation and store of detailed information of normative and stipulated volumes of energy supply consumption, and also tracing excess of prescribed limits;

• Accounting and introduction of bills for consumed energy supply, according to both meters and heat loads;

The basic method of the applied software is the system of the flexible settings and formalization of technical processes' description. Trained administrators of the system can change settings and methods of calculation themselves, without help of manufacturers/contractors.

Creation of such system will be fulfilled, when the following terms are observed:

• Thorough analysis and marking out of separate basic elements.
• Detailed description of all the characteristics and methods of the given elements (classes)
• Creation of the model of business processes, basing on the main elements, i.e. description of interaction of elements, using devices of the objective analysis.
• Application of the special interface of the user, which enables to change business process, i.e. to establish new relations between the elements, not resorting to programming.
